In the City of Sunderland only ‘White Hackney Carriages’ can be hailed in the street. A ‘Private Hire Vehicle’ (PHV) must be pre-booked from an office. Any driver of a PHV who accepts an unbooked customer, a flag down or queues in the street is committing an offence. This illegal activity is known as ‘Plying for Hire’.
